WIB x Helga Berger: Shaping responsibility in Europe - leadership and decision-making in international institutions

Using the example of the European Court of Auditors’ role as the independent supervisory body of the European Union, this presentation aims to provide an insight into the workings of an international institution. It will examine the Court’s position within the EU’s institutional framework, its mandate and working methods, as well as the specific role and responsibilities of its members; how the institution is governed and how decisions are made within a collegial body comprising members from 27 Member States. 

Furthermore, the institution’s key outputs (in particular annual reports, special reports and opinions) will be presented and their significance for transparency, accountability and trust in institutions explained. Using selected examples from published audit reports, the presentation will demonstrate how audit work supports specific political decision-making processes. Overall, the presentation aims to illustrate how responsibility, leadership and evidence-based decision-making are put into practice within a European institution.
